Florence, SC Phillip Calhoun Goff passed away peacefully on January 2, 2014 at the Heritage Home of Florence, South Carolina. Born in 1946 to Carlell Hillard Goff, Sr. and Essie Broome of Columbia, South Carolina, he was educated at Clemson University, where he developed a life-sustaining love for art and architecture. A civil servant as well as an urban and regional planner, he committed himself to civic improvements in places as far from home as Newport, Rhode Island and Miami, Florida. In 1976, he moved to Florence, where he worked in the PeeDee Regional Council of Governments for thirty-six years, ensuring that the benefits of clean water, technical and vocational schools, and functioning roads were available to the citizens of seven counties. He is survived by his son and daughter-in-law, Phillip and Jennie Lightweis-Goff; his brother and sister-in-law, Carlell and Linda Goff; his nieces, Julia Evans, Angela Goff, and Dawn Windhorn; his nephew Billy Windhorn; and his dear friend, Carole Morgan Goff. He is predeceased by his parents and his sister Kathy Windhorn. A memorial service will be held on Sunday, January 19 at 12:00pm at Cain Funeral Home in Florence, South Carolina.
